USAID - Sponsor America Week event.

The America week highlights the important ties between the people of Bangladesh and the USA. Through the event, US keen to strengthen bond of friendship. By rotation in every year USAID-sponsor America Week event in a divisional city. The three days events bring together all USAID implementing partner organizations project activities to the people. Event also includes presentation on USAID partners’ project activities, outreach opportunities, arrange video documentary show, interactive popular theatre, sisimpur skit, folk song, football or cricket match etc...
At PROGATI project, I was responsible to organize and coordinate America Week events. First at Barisal in January 26-28, 2009 coordinated and organized event on behalf of PROGATI team. Johannes Go, my ex-supervisor guided me to designing backdrop, banners and outreach materials. In field gathered practical experience to setup information booth at fair location.
Next, onward confidently prepared backdrops, banners and outreach materials comply with USAID Branding and Marking guidelines, and setup information booth at divisional cities.

Union Parishad (UP) Resource Management capacity build up training.

Bangladesh Union Parishad Forum (BUPF) is as association for Union Parishads, or rural local government institutions, in Bangladesh. Since its formation in 2003, USAID has supported BUPF operations and activities to advocate for local government reforms.

USAID-Promoting, Governance, Transparency and Integrity (PROGATI), Project awarded grants for expanding organizational profile on local government policy reforms. BUPF conducted activities in close collaboration with PROGATI

Provided technical assistant for develop handbook on “Accountability and Transparency in Union Parishad Resource Management.”  The handbook detail on professional ethics; existing policies and procedures for functions of UPs; Rules and regulations of UP operations; preparation on projects/scheme; budgeting and financial management; project implementation and monitoring; record keeping; and resource management (e.g., open budget, project planning, development coordination meetings).

Based on hand book training module and materials prepared for training course, 100 UP chairman/members participated for 3 days training course (4 batches) on “Accountability and Transparency in Union Parishad Resource Management”. I was one of the training facilitators and conducted session on budgeting, financial management and open budget.

Reasons of Labor Conflict at industries.

I worked for Bangladesh Export Processing Zones Authority (BEPZA)” under the project ''Institutional Strengthening of BEPZA, BOI, PC & BSCIC'' (ISBBPB) funded by International Development Agency and Government of Bangladesh (GOB). My task included to assist Project Director (Chief Accounts & Finance Officer), overall aspects of the project accounts, Coordinate and prepare quarterly financial report, annual financial report, work plans, quarterly budget, annual budget, and monthly progress report as per Ministry of Finance (MOF), Planning Commission, Implementation, Monitoring & Evaluation Division (IMED) and Economic Relations Division (ERD). Ensure yearly budget allocation to enlist with Annual Development Program (ADP). 
  
During June 2005 to August 2007 my job with BEPZA, I was deputed at Dhaka Export Processing Zone (DEPZ) for half a year as Counselor and work under Industry Relation (IR) Department. My responsibilities were to improve workers morale and motivate workers for learning factory’s rules and regulation, working environments, job responsibilities, awareness against fire accident and social awareness and ensure human rights & legal rights as per BEPZA Instructions 1& 2 and labor law.

At that time face several labor conflicts and take several initiatives to minimize the conflicts. Here I would like to share my practical experience and cause of worker unrest/ labor conflicts.

Recommendation for reduce labor conflicts.
To me following steps should take immediately.  
-       Strengthen HR department.
-       Recruitment policy need to introduce (e.g. worker CV verification, police verification etc.)
-       Labor handbook with illustration. (e.g. template for application/ dispute dairy/ health certification/ emergency location notification etc.)  
-       Weekly training session department wise/ section wise (on health, social awareness, morality, productivity, use of fire extinguisher etc.)
-       Monthly Q & A session between workers and management department/ section wise.
-       Introduce worker association/ welfare committee/ participation committee etc.
-       Arrange program/ events for entertainment ( movies/ drama on life style of a factory worker, social protection of women worker, role of worker in development)

 Like above initiatives we may take several role to reduce labor unrest. Which help to change worker morality and bring positive impact to society?

Assistance and Acquisition instruments at PROGATI, to award Grants and Subcontracts



Provide leadership, oversight and management to the PROGATI Grants department by managing a US$5.1M portfolio of 73 grants/subcontracts to NGOs, consultancy firms and vendors implementing projects with civil society, media, Parliament and national and sub-national government partners.
As Grants Manager provide strategic direction to grantees and subcontracts to implement project by ensuring project activities conform to PROGATI expected results/objectives and ensure all transactions are allowable, and compliant to grant terms and conditions. Play a lead role in the Sub-grant and sub Contract management/or renewal process, program design link with grants mechanism, oversight grants and contract implementation, finance, budgeting, recruitment, procurement, personnel and communications.

Assistance instruments are Grants agreements and PROGATI award four types of grant: (1) In-Kind Grant; (2) Simplified Grant; (3) Standard Grant; and (4) Fixed-Obligation Grant (FOG)
We ensure grants as results- oriented:

  > Results-oriented program descriptions 
  > Performance measures
  > Responsibility for performance

Acquisition instruments are sub-contracts and PROGATI award following types of subcontract: (1) Fixed Price Purchase Order (FFPPO); (2) Purchase Order (PO); (3) Time and Materials Contract (T&M); and (4) Indefinite Quantity Contract (IQC)
We ensure subcontracts for performance based service contracts: 

  > Performance based work statement
  > Quality assurance and surveillance plans
  > Performance incentive and disincentives


During February 2008 through present I, supervise 73 grants/subcontracts out of 128 and manage a US$ 5.1M fund out of US$ 7.73 portfolio. Details list of grantees/subcontractors status attached herewith.

Management group meeting brings high quality impact.

Quarterly Management group meetings with partner organizations have a deep, strong, and continuous commitment to PROGATI values, principles and objectives.
          Review project progress and achievements
          Discuss operational issues, identify and solve problems
          Promote continuous learning, share best practices
To provide strategic direction to grantees and subcontracts Grants team play a lead role to implement project in accordance with USAID and DAI directives and policies.
Provide capacity building of technical assistance trainings on grants/subcontract management. On December 05 2011, overview on Grant and Subcontract Policies and Procedures presented to Year-5 partner organizations.

Introduce Gambhira (folk song) with diversity of cultural expressions.


Gambhira gaan is one kind of folk song famous in Chapai Nawabganj district and north part of Bangladesh. Gambhira reflects contemporary social problems through witty dialogue, songs, dances and jokes which are the strong massage to the society to build sustainable development and social empowerment. In past, this type of cultural activities ware played only in Puja (worship). 

The document was prepared to introduce flock cultural activities with diversity of cultural expressions. Designed and developed program for PROYAS MANOBIK UNNAYAN SOCIETY (PROYAS), located at Chapai Nawabganj. The main objective of the assignment was to make a platform which will crate a coalition and help Gambhira players to finding weakness and threats. Secondly, articulate new ideas and generate knowledge for future expansion and sustainability of the Gambhira.  Proyas already organized and developed subjective awareness activities through Gambhira on issue of domestic violence, corruption of local government and public service delivery issues, early marriage, family planning within the district through Gambhira under Proyas Falk Theatre Institute.
